Steve Carter is VOAI’s dynamic Chief Executive Officer (Global), steering the business with a blend of seasoned leadership and bold innovation. With nearly four decades of recruitment experience including executive roles at Morgan McKinley, Robert Half, and ADIA Adecco, Steve has consistently transformed businesses on a global scale. He led major projects such as the recruitment programme for the Sydney 2000 Olympics and helped launch the first private licensed employment agency in China.

As a board level strategist and hands on adviser, Steve specialises in process innovation, tech transformation, agile methodologies, and performance optimisation. He helps agencies scale smarter and grow sustainably. Recognised as APSCo UK Adviser of the Year in 2023 and honoured with the Individual Contribution Award in 2024, Steve continues to champion industry evolution through advisory work, leadership development, and strategic growth initiatives.
